Program Description
The Special Milk Class Permit Program (SMCPP) was created by the Canadian Milk Supply Management Committee (CMSMC) in 1995. The Canadian Dairy Commission is authorized by the CMSMC to carry out the administrative requirements associated with this Program.
The main objective of the SMCPP is to provide eligible further processors and animal feed manufacturers with the means to access Canadian manufactured dairy ingredients, at prices that will allow them to remain competitive in the marketplace.
Under the SMCPP, you are considered a further processor if your business uses Canadian dairy ingredients to manufacture a finished food product in Canada which is not subject to import controls and which meets the eligibility criteria of the SMCPP.
Eligible applicants are Canadian Further Processors, which are defined as Canadian food processing facilities that use Dairy Products as ingredients to make a food product, do not provide food directly to the consumer and are operating under a federal or provincial inspection program. The further processed products must also meet program eligibility requirements.
If you make fresh bakery products containing butter and/or butter oil and other dairy products, only the butter and/or butter oil is eligible to receive Special Milk Class prices.
For the purposes of the Program, companies that operate from a shared kitchen/facility and/or community food processing centre are not considered eligible.
