Regulatory Stock Review Plan of the Canadian Dairy Commission

This Regulatory Stock Review Plan is a public list and description of planned reviews of regulations that the Canadian Dairy Commission (CDC) is proposing within a five-year period. It is intended to give Canadians, including businesses and Indigenous peoples, and trading partners, greater opportunity to inform the reviews of regulations and to plan for the future. The stock review plan identifies a CDC contact point for the planned reviews. The stock review plan will be adjusted and updated over time to reflect the CDC’s regulatory priorities and changes to the operating environment.

Title of the Regulations EEC Aged Cheddar Cheese Export Regulations

Rationale To ensure the regulation is effective in achieving objectives.
Narrative Review the European Economic Community Aged Cheddar Cheese Export Regulations.  This regulation facilitates the allotment of export entitlements for the export of Canadian Aged Cheddar Cheese to the European Economic Community at a special customs tariff.

The CDC continues to administer this regulation as required.

The planned approach to the review includes an assessment of the effectiveness of the regulation through discussion with past eligible exporters and Canadian cheese manufacturers.

Rationale To ensure the regulation is effective in achieving objectives.
Narrative Review of the Dairy Products Marketing Regulations.  This regulation provides the delegation of federal jurisdiction over the marketing of industrial milk and dairy products in interprovincial and export trade to provincially-authorized/delegated boards or agencies.

This delegation provides for provisions regarding the distribution of federal quota to the provinces (provincial boards) and any subsequent powers such boards may have in relation to the said quota; provides for the calculation, by the CDC, of the annual Canadian requirements for milk and cream for use as or in dairy products; provides for a federal licensing authority to the CDC as well as provides authority for CDC to impose levies and charges in relation to the marketing of dairy products in interprovincial and export trade; and prescribes regulatory requirements for persons engaged in the marketing of dairy products in interprovincial and export trade.  The planned approach to the review includes an assessment of the effectiveness of the regulation through discussion with the provincial milk marketing boards and agencies.
